Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are waged: hopeful statements are delivered from different nations. Significant resources is allocated on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "peace".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability afforded by current data. From observation points, defense planes that had been deployed to counter approaching guided weapons streaked across the sky – modern combat jets supplied to Ukraine by Western partners.
Moments later, Kyiv's missile defense engaged: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through partner states. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to grim resignation: possibly the incoming missile won't cause damage this time, preventing destruction from ruin and further power outages.
Ongoing Risks
Following this, a heavy machine gun opened up on a drone somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.
Periodically, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's vital need on international aid – a reliance that European nations are clearly incapable to substitute in the short term.
Failed Diplomacy
The comprehensive proposal from US administration sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new proposal from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, endure.
Tactical Assessments
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration works based on a principle well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unfeasible to compel Moscow to surrender the territory that it already controls in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a entire defensive failure until conditions improve in its favour.
Existing Situation
Factually, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their mission will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a mere seven days to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
